A decade of small-text complaints
EU4 players have asked for bigger text on the Steam forums since at least 2014. The usual answers are UI and font mods or lowering the screen resolution, and each has trade-offs.
The reading piles up in event popups, mission trees, idea groups, estate privileges, the ledger, and the modifier breakdowns in tooltips.
Hear it at any size
Press Ctrl+Shift+E, draw a box round the event or tooltip, and hear it. Text size stops mattering.
Save the spot where event popups appear as a region and each new event is one key away.

Does EU4 have text to speech?
EU4's settings have an Accessibility section with multiplayer chat and text to speech options. We haven't found that it reads events and tooltips aloud, so check the Accessibility tab in your version; Corvo Reader reads them either way.
Do I need mods?
No. Corvo Reader reads what's on your screen, so it doesn't install anything in the game or change its files.
Which display mode does EU4 need?
Borderless or Windowed. In exclusive fullscreen, Windows keeps the game's picture away from other apps, so Corvo Reader can't see the text. Where to look: Settings, Video, Display Mode: Windowed or Windowed (Fullscreen). Check your game's display settings, as the exact label can change between versions.
