Larian voiced the dialogue in Divinity: Original Sin 2, narrator included. Books and notes, skill and item tooltips, the journal and the combat log are text.
Players on the Steam forums have asked for a UI or text size option; the workarounds they share are a config file edit or a mod.

Can I make DOS2 text bigger?

Which display mode does DOS2 need?
Borderless or Windowed. In exclusive fullscreen, Windows keeps the game's picture away from other apps, so Corvo Reader can't see the text. Where to look: Options, Graphics: a windowed or borderless display mode. Check your game's display settings, as the exact label can change between versions.
